Manchester City appeal independent commission verdict

Manchester City have filed a formal appeal against the independent commission’s Premier League financial-rules verdict. The Appeal Board hearing will remain private and confidential until publication of an outcome is permitted.

Manchester City have formally lodged an appeal against the independent commission’s verdict in the Premier League financial-rules case, moving the long-running disciplinary matter into a new, confidential stage.

The club said it submitted its comprehensive appeal at 7pm on Thursday 1 October 2026. The Premier League later confirmed that the appeal had been lodged with the chair of its Judicial Panel.

City are challenging the opinion issued by the independent commission, which found the club guilty of serious breaches of Premier League financial rules relating to the period from 2009-10 to 2017-18. The appeal has been lodged and proceedings remain ongoing.

City contests the commission’s findings

In its confirmation of the appeal, City maintained that it was innocent of the accusations brought by the Premier League. The club said the commission’s opinion contained material errors of law, principle and fact, and described the finding as unsafe.

City also said it held a comprehensive body of evidence in support of its position. It said it would continue to observe due process but was restricted in what it could say until all proceedings had been completed.

The appeal challenges the opinion already issued by the independent commission. The original independent commission found that City had committed breaches connected to its financial arrangements during the nine-season period under examination. Sky Sports reported that the commission found City had used arrangements with commercial partners which inflated reported revenues, alongside findings concerning the club’s accounts and co-operation with the Premier League investigation.

Those findings remain central to the case, but the immediate development is procedural: City have now activated the appeal route available to them. Their formal filing means the next substantive consideration will be by a fresh panel rather than the three-person tribunal which delivered the original opinion.

A separate panel and private proceedings

The Premier League said the appeal will be heard by an independent Appeal Board. Sky Sports reported that this must be a different three-person panel from the one which considered the original case.

The league said appeal proceedings would be conducted privately until it was allowed to publish the result.

For City, the appeal is its formal challenge to the commission’s opinion, which it says contains errors of law, principle and fact. For the Premier League, the confirmation that the appeal has been lodged begins the next formal phase of a disciplinary case that has not yet reached its final resolution.

Timetable may become an issue

Sky Sports reported that Premier League rules introduced this season provide an accelerated framework for appeals. Under that timetable, the appeal process would have to be completed within 12 weeks of the filing, with any hearing limited to five consecutive days. The Appeal Board would then have up to 30 days to issue its decision.

On that reported schedule, an appeal filed on 1 October would be completed before Christmas, with a decision potentially following in the third week of January. However, Sky Sports also reported that whether the accelerated provisions apply could itself be contested.

The broadcaster said City could argue that the new timetable should not govern a case in which the club was charged and the original hearing took place before those provisions were added to the Premier League handbook. Sky Sports reported that a legal expert considered City could have a strong argument on that point.

Consequently, the filing confirms that City’s challenge is under way, but it does not provide a fixed date for a final ruling. The timing and the Appeal Board’s assessment of the commission’s verdict will depend on proceedings which the Premier League says will remain confidential for now.
